Madras HC Quashes Karur Stampede Government Jobs Order
The Madras High Court has cancelled the Tamil Nadu government’s compassionate appointment order for families affected by the 2025 Karur stampede. The court noted that the CBI investigation remains under Supreme Court supervision and avoided commenting on the tragedy’s merits.
Chennai, July 27, 2026, 5:49 PM IST: The Madurai Bench of the Madras High Court on Monday quashed the Tamil Nadu government order granting government jobs to eligible family members of those killed in the Karur stampede.
The order was passed while the court disposed of petitions challenging the appointments offered as part of the state government’s rehabilitation programme.
The court noted that the circumstances surrounding the stampede are being investigated by the Central Bureau of Investigation. The investigation is also being monitored through a committee appointed by the Supreme Court. The High Court, therefore, refrained from making observations that could affect the ongoing investigation.

The ruling effectively sets aside the government order under which eligible relatives of the victims were offered public employment on compassionate grounds.
The appointments had earlier been permitted to proceed temporarily. On July 10, the High Court allowed the state government to distribute the appointment orders but made it clear that the jobs would remain provisional and subject to the outcome of the legal challenge.
The court had also indicated that the petitions would be heard before the beneficiaries received their first salaries, ensuring that the appointments did not become permanent before judicial scrutiny was completed.
Why the Government Jobs Were Challenged
The petitions questioned whether public employment could be provided to the victims’ relatives outside the established rules governing compassionate appointments.
Compassionate appointments are normally offered to eligible dependents of government employees who die while in service. The Karur appointments were introduced as a special rehabilitation measure for families who lost relatives in a public tragedy.
The petitioner had sought to prevent the government from issuing or implementing the appointment orders until proceedings connected to the stampede investigation were completed.
The legal challenge consequently raised a wider question over whether humanitarian assistance announced by a government must still comply with constitutional requirements governing equality and recruitment to public employment.
Vijay Government’s Rehabilitation Initiative
Tamil Nadu Chief Minister C Joseph Vijay visited Karur on July 10 and handed over temporary appointment orders to the eligible relatives of people killed in the September 27, 2025, stampede.
The tragedy occurred during a Tamilaga Vettri Kazhagam election campaign event and claimed 41 lives. The government presented the appointments as part of a wider rehabilitation package intended to provide financial security to the affected households.
Published reports differ slightly on the number of appointment orders distributed. Several reports placed the number at 32 families, while another report referred to 31 legal heirs.
What Happens to the Appointments Now?
With the government order quashed, the temporary appointments no longer have the same legal foundation. The precise consequences for those who received appointment letters will depend on the detailed written judgment and any subsequent administrative or appellate proceedings.
The ruling does not decide responsibility for the stampede. Questions relating to crowd management, permissions, security arrangements and possible accountability remain within the scope of the CBI investigation monitored by the Supreme Court-appointed panel.
The Tamil Nadu government may examine the judgment before deciding whether to pursue an appeal or introduce another rehabilitation measure that complies with existing recruitment and constitutional rules.
