CBSE Language Rule Faces Supreme Court Test

The CBSE Class 9 three-language rule has reached the Supreme Court after a PIL challenged its sudden implementation for the 2026-27 academic session. Senior advocate Mukul Rohatgi mentioned the matter before the court on Thursday, May 22, 2026, arguing that students preparing for Class 10 board exams could face pressure if they are suddenly asked to study more languages. He warned that the move may create confusion among students, parents, and schools.

The dispute is linked to a CBSE circular issued on May 15, 2026. As per the new framework, from July 1, 2026, Class 9 students must study three languages, with at least two being native Indian languages. Students who choose a foreign language can take it only if the other two are Indian languages, or study it as an additional fourth language. CBSE has said the third language will be internally assessed by schools and will not be part of board exams.

The plea has raised concerns over teacher availability, timetable changes and the readiness of schools to implement the rule within a short period. After hearing the urgent mention, the Chief Justice said the matter would be taken up next week. The Supreme Court may now examine both the policy and the concerns over its rollout.
