The Central Government has appointed senior IAS officer Naresh Pal Gangwar as Secretary of the Department of Higher Education, succeeding Vineet Joshi, who has been moved to the Ministry of Panchayati Raj during the latest round of secretary-level appointments. Naresh Pal Gangwar's Education And Administrative Career
A 1994-batch IAS officer, Naresh Pal Gangwar brings a blend of technical knowledge and administrative experience to his new role. He completed his BTech in Electronics and Communication from the University of Roorkee, earned an MTech from IIT Delhi, and later obtained a Master's degree in Economics from the University of Rajasthan. Before joining the Higher Education Department, he served as Secretary in the Department of Animal Husbandry and Dairying. Earlier assignments included Principal Secretary in the Rajasthan Government and Joint Secretary in the Ministry of Environment, Forest and Climate Change, where he handled environmental policy, pollution management and regulatory matters. His broad governance experience is expected to support policy execution across India's higher education sector.
Vineet Joshi's Transfer And What Lies Ahead
Gangwar takes over from Vineet Joshi, a 1992-batch IAS officer known for leading several key education institutions, including CBSE, the National Testing Agency (NTA) and the National Institute of Open Schooling (NIOS). Joshi has now been appointed Secretary in the Ministry of Panchayati Raj as part of the Cabinet-approved bureaucratic reshuffle. As the new Higher Education Secretary, Gangwar will focus on strengthening university standards, promoting research and innovation, improving institutional governance and ensuring effective implementation of education reforms.
