Union Home Minister Amit Shah met Tamil Nadu Chief Minister C. Joseph Vijay in Chennai ahead of the 31st Southern Zonal Council meeting, marking their first meeting since Vijay assumed office as Chief Minister in May 2026. Shah shared photographs of the interaction as preparations intensified for the high-level gathering of southern states and Union Territories.

The meeting comes at an important time for Centre-state relations, with several long-pending regional matters expected to be taken up. Vijay, as the host Chief Minister, is participating prominently in the council, while Shah is chairing the meeting in his capacity as Union Home Minister.

Tamil Nadu has also nominated ministers R. Nirmalkumar and A. Rajmohan as its representatives in the Southern Zonal Council. Vijay is an ex-officio member of the body, which serves as an advisory forum for coordination among governments.

Southern Zonal Council focuses on inter-state disputes

The 31st Southern Zonal Council meeting is being held in the Kovalam-Mahabalipuram region of Tamil Nadu on Thursday, August 20. The gathering brings together leaders and senior officials from southern states to discuss issues requiring coordination between state governments and the Centre.

Water-sharing disputes are expected to feature prominently, including issues involving Tamil Nadu and Karnataka, Andhra Pradesh and Telangana, and Tamil Nadu and Kerala. The Cauvery dispute remains particularly important for Tamil Nadu and Karnataka, with both states continuing to differ over releases and water availability.

The council provides a formal platform for states to raise such matters directly and explore solutions through consultation rather than prolonged confrontation.

Southern Zonal Council agenda includes development and courts

Beyond river disputes, the meeting is expected to cover regional development, infrastructure, education and housing. Fast Track Special Courts dealing with crimes against women and children are also among the issues on the agenda.

Other subjects likely to receive attention include matters arising from the Andhra Pradesh Reorganisation Act, civil aviation, the Pradhan Mantri Awas Yojana-Gramin and broader administrative coordination.

Zonal Councils are advisory bodies designed to encourage cooperation on matters of common interest. They can discuss economic and social planning, inter-state disputes, transport and issues linked to state reorganisation and recommend measures to the Centre and participating governments.

Amit Shah Vijay meeting gains political significance

The Shah-Vijay interaction has attracted political attention because it is their first meeting since the change of government in Tamil Nadu. Despite political differences between the Centre and the state leadership, the Southern Zonal Council requires close coordination on issues that directly affect millions of people across the region.

For Vijay, the gathering provides an opportunity to present Tamil Nadu's concerns on water, infrastructure and development directly before the Union Home Minister and neighbouring state leaders. For the Centre, the meeting offers a forum to push for faster resolution of disputes and improved implementation of national programmes. With water-sharing, infrastructure and Centre-state coordination on the table, the outcome of the Kovalam meeting will be closely watched across southern India.
