Indian Railways has clarified travel rules for Persons with Disabilities (PwDs), stating that passengers holding a valid Unique Disability ID (UDID) card are permitted to travel in designated unreserved Divyangjan coaches on Mail and Express trains.
According to the Ministry of Railways, these coaches include SLRD (Second Class Luggage-cum-Brake Van with Divyangjan compartment) and LSLRD coaches. The move is aimed at improving accessibility and ensuring inclusive travel for eligible passengers.
The Railways has also defined “bona fide passengers” for these compartments. This includes PwDs with valid UDID cards, as well as those eligible for concessional fares, provided they carry valid tickets or authorised travel documents.
At the same time, authorities have issued strict instructions to curb misuse of these reserved spaces. Officials have been directed to take action against unauthorised passengers occupying Divyangjan coaches under provisions of the Railway Act, 1989.
Reinforcing its focus on accessibility, the Railways said the clarification is intended to ensure that genuine beneficiaries can travel without inconvenience or overcrowding. All zonal railways have been instructed to implement the guidelines effectively and strengthen monitoring mechanisms.
The Divyangjan Card, also known as the E-Ticketing Photo Identity Card (EPICS), will continue to serve as an identity document for PwDs to avail travel concessions, with the UDID card now accepted as proof of eligibility under various categories.
