NIELIT plans a Rs 730.70 crore Quantum and AI university campus offering education, research, skilling and startup support in Amaravati.

Campus receives in-principle approval from APCRDA

Amaravati’s ambition to become a national centre for advanced technology has received another major boost with a Rs 730.70 crore NIELIT Quantum and Artificial Intelligence university campus planned in the Andhra Pradesh capital region.

The National Institute of Electronics and Information Technology, an autonomous scientific society under the Union Ministry of Electronics and Information Technology, will develop the specialised campus on 8.5 acres. The Andhra Pradesh Capital Region Development Authority has granted in-principle approval to the proposal.

The project is expected to be developed over five years, with the proposed expenditure funded through a Central government grant-in-aid. The plan builds on the memorandum of understanding signed by NIELIT and the Andhra Pradesh government on February 20, 2026, during the India AI Impact Summit.

According to the Union government, the Amaravati facility will be India’s first institutionally dedicated university campus focused exclusively on quantum technologies and artificial intelligence. It is expected to support Andhra Pradesh’s broader plans to build Amaravati Quantum Valley and attract deep-tech investment.

Courses to begin at temporary Guntur facility

Students will not have to wait for construction of the permanent campus to be completed. Academic and advanced skill-development programmes are scheduled to begin in September 2026 from a temporary facility at Acharya Nagarjuna University in Guntur.

NIELIT plans to offer undergraduate, postgraduate, doctoral, diploma and executive programmes for students as well as working professionals. The curriculum will cover quantum computing, quantum communication and security, artificial intelligence, machine learning and data science.

Programmes are also planned in semiconductor fabrication, chip design, VLSI, assembly, testing, marking and packaging, embedded systems and high-performance computing. These courses are intended to prepare learners for specialised roles in some of India’s fastest-growing technology sectors.

The institution expects to train approximately 8,250 learners during its first five years. That target includes around 1,650 students in formal degree and postgraduate programmes and 6,600 participants in certification and non-formal skilling programmes. The annual intake is expected to reach nearly 3,913 learners by the fifth year.

Research block to support startups and industry

A major component of the permanent campus will be the Quantum Research, Innovation and Incubation Block, offering approximately 1.25 lakh square feet of specialised infrastructure.

The block is planned with facilities for quantum computing and communication, quantum photonics, quantum security, cryogenic systems, high-performance computing, cleanrooms and nanofabrication. It will also support semiconductor technologies, chip design, VLSI research, data centres and advanced computing.

Dedicated incubation and co-working areas are expected to help startups collaborate with researchers, students and technology companies. Facilities for intellectual property management and technology transfer could also help convert academic research into commercially viable products and services.

NIELIT intends to collaborate with IIT Tirupati, IIIT Sri City, Andhra University and Jawaharlal Nehru Technological University institutions for teaching, research and technology development. The partnerships could give students access to wider academic expertise while strengthening Andhra Pradesh’s advanced research network.

Amaravati targets a sustainable deep-tech ecosystem

The permanent campus will include smart classrooms, research laboratories, hostels, an auditorium, a guest house and sports and recreation facilities. Residential infrastructure for approximately 500 people is also part of the proposal.

Sustainability will be incorporated through solar electricity generation, solar water heating, energy-efficient utilities, electric-vehicle charging points and scientific waste-management systems. These measures are intended to move the institution towards net-zero campus operations.

The project aligns with the National Quantum Mission, IndiaAI Mission and India Semiconductor Mission. It could also support Digital India, Make in India and Atmanirbhar Bharat by developing a skilled workforce for strategically important technologies.

By bringing education, research, industry collaboration, entrepreneurship and large-scale skilling together, the NIELIT campus could strengthen Amaravati’s position as an emerging deep-tech hub. Its long-term impact, however, will depend on timely construction, strong faculty recruitment, industry partnerships and sustained access to advanced research infrastructure.
