Assam Clears UCC Bill With New Marriage And Live-In Rules

Assam has passed the Uniform Civil Code Bill 2026, becoming the third state after Uttarakhand and Gujarat to clear such legislation. The Bill was passed in the Assembly on May 27, 2026, even as Opposition parties demanded that it be sent to a Select Committee for wider consultation.

Key Rules In Assam UCC Bill

The proposed law seeks to bring uniform rules for marriage, divorce, succession, and live-in relationships. It bans polygamy and makes registration of marriages, divorces, and live-in relationships mandatory. However, the Bill clearly says it will not apply to Scheduled Tribes living in Assam.

Chief Minister Himanta Biswa Sarma said the law aims to simplify personal laws while protecting Assam’s cultural diversity. Marriages can still be performed according to existing religious and customary practices, but legal registration will be needed for protection related to inheritance, maintenance, and family rights.

Penalties And Opposition Stand

The Bill proposes strict punishment for violations. Bigamy or polygamy may attract imprisonment of up to seven years. Failure to register a live-in relationship within one month can lead to up to three months in jail or a fine of Rs 10,000. False documents or hidden facts during registration may also invite punishment.

Congress, Raijor Dal, and Trinamool Congress opposed the Bill, saying more stakeholder consultations were needed before passing it.
